Not least in light of IHBC’s forthcoming Annual School on 4-6 July in Nottingham – on ‘Heritage, Risk and Resilience’ – Barri Millar of the Association for Project Safety (APS) has particularly asked IHBC members to contribute to a survey on Construction (Design and Management) (CDM) Regulations and the ‘increase in demand for advisers and consultants assisting Duty Holders with their requirements’.
Barri Millar said: ‘Since the changes to the Regulations were implemented in 2015, there has been in increase in demand for advisers and consultants assisting Duty Holders with their requirements under the CDM 2015 Regs.’
‘APS is keen to engage with members of IHBC and gauge their experiences with Duty Holders and any advisory services that they may offer, or that they make use of. We would be very grateful if you would take a few minutes to complete the survey.’
APS writes:
I write to you on behalf of the Association for Project Safety (APS), an organisation I’m sure you are familiar with. We have been providing training and information to our members and the construction industry, since the Construction (Design and Management) Regulations were introduced in 1994.
The APS continuously strive to promote and improve the professional practice associated with CDM 2015 and construction design risk management. We also play a leading role by assisting those involved in the construction industry to overcome the many and varied challenges they face.
You will be aware that the duty holders identified in CDM 2015 (Client, Designer, Principal Designer etc.) are allocated specific responsibilities, however there are other functions such as CDM Adviser which are being carried out. We are aware that Duty Holders often prefer to contract the services of a CDM Consultant/Adviser to assist them or take on the role on their behalf. Those who take on these roles come from a variety of backgrounds and have a diverse range of skill-sets. However, there are no means of checking to ensure that good practice is being followed, or that a quality service is being provided.
We are currently undertaking some research to find out what the extent of CDM Adviser involvement may be and were wondering if you would be willing to assist? We would like to ask members from your organisation to complete a short online survey to enable us to gather information from those involved in the CDM process. We would be most grateful if you would be willing to share the survey with your members.
We hope to develop guidance and best practice advice for all those undertaking roles in relation to CDM 2015, not just the defined Duty Holders.
