Controversial plans for a Holocaust Memorial designed by Adjaye Associates and Ron Arad received a major blow last week, after a High Court judge quashed planning permission.

A law dating back to 1900, the judge said, had not been properly considered in the planning inquiry – yet it should have been a crucial factor in the debate about the future of the public park where the memorial would be built.

The court action was brought by the London Historic Parks and Garden Trust, which along with other campaign groups has long argued that the Grade II-listed Victoria Tower Gardens, on the bank of the Thames by the Palace of Westminster, is the wrong place for the development.

The ruling comes after years of wrangling. It has been eight years since then prime minister David Cameron investigated how the nation should commemorate the Holocaust; six years since the site was announced; and five years since Adjaye and Arad won a major international competition to design the scheme.
