IHBC Signpost: NPPF revision consultation closes 02/03

The prospectus for consultation on revising England’s National Planning Policy Framework (NPPF) as part of Levelling-up and Regeneration Bill (LURB) reforms has been published, and closes on 2 March 2023.

Headline areas include:

  • How housing need should be assessed, and the resulting figures applied
  • Changes to the housing delivery test and five year housing land supply test
  • Measures to tackle slow build-out of permissions
  • Onshore wind development/energy efficiency
  • Environmental protection and tackling climate change
  • Plan-making.

Also included are proposals to:

  • ‘encourage local planning authorities to consider how they can ensure that planning conditions associated with applications reference clear and accurate plans and drawings which provide visual clarity about the design of development, as well as clear conditions about the use of materials where appropriate…’
  • that ‘a reference to mansard roofs as an appropriate form of upward extension … where appropriate’ should be added to the NPPF and
  • Protection against development that conflicts with neighbourhood plans is to be extended to older plans

This consultation seeks views on our proposed approach to updating to the National Planning Policy Framework. We are also seeking views on our proposed approach to preparing National Development Management Policies, how we might develop policy to support levelling up, and how national planning policy is currently accessed by users.

A fuller review of the Framework will be required in due course, and its content will depend on the implementation of the government’s proposals for wider changes to the planning system, including the Levelling-up and Regeneration Bill.

Scope of this consultation:
The Department for Levelling Up, Housing, and Communities is seeking views on how we might develop new and revise current national planning policy to support our wider objectives. Full details on the scope of consultation are found within chapter 2. Chapter 14 contains a table of all questions within this document and signposts their relevant scope. In responding to this consultation, we would appreciate comments on any potential impacts on protected groups under the Public Sector Equality Duty. A consultation question on this is found in chapter 13.
