IHBC seeks ‘Consultant Policy Advisor’: Closing 23 October

IHBC logoThe IHBC is seeking a consultancy service to support its Policy development, commencing immediately subject to a 12-month review, with the opportunity closing 5pm on 23 Monday October. 

The IHBC writes:

The IHBC is the UK’s professional body for historic environment conservation specialists. The Institute exists to establish the highest standards of conservation practice, to support the effective protection and enhancement of the historic environment, and to promote heritage-led regeneration and access to the historic environment for all.

The Institute of Historic Building Conservation is commissioning consultancy services to carry out its Policy function.

The work will commence immediately and the current contract will last for 12 months from the date of appointment when the IHBC the contract will be reviewed.

As the IHBC’s Consultant Policy Advisor you will:

  • help to shape the IHBC’s approach to policy and advocacy activities;
  • enhance our ability to develop and respond to policy support and strengthen IHBC’s ability and capacity to influence the policies of governments, voluntary and professional bodies and non-governmental organizations throughout the UK;
  • respond to consultations and take part in policy debates;
  • build policy relationships on behalf of IHBC;
  • promote the value of conservation and of the conservation profession to policy makers.

Main duties
The IHBC’s Consultant Policy Advisor will:

  • Develop IHBC policy, based on sound analysis and a thorough understanding of the collective knowledge and views of IHBC’s membership and operational contexts.
  • Liaise with, and provide support to, the IHBC’s trustees, spokespersons, officers, and staff on all aspects of policy development.
  • Prepare and develop IHBC policy papers.
  • Communicate the IHBC’s position on policy issues to Government, policy-makers and other stakeholders.
  • Provide consistent, high-quality responses to consultations issued by government and other bodies throughout the UK. Monitor, communicate, and, as appropriate, co-ordinate, formulate and archive (online) responses to issues and formal consultations from government departments and other international, national and regional bodies relevant to the institute’s work, primarily (but not exclusively) with respect to relevant policy and practice in England and the UK as a whole.
    • Co-ordinate responses to consultations through a panel of volunteers across the UK, to ensure the responses are consistent and represent the views of the membership nationally and, as appropriate, in national and regional branches.
  • Ensure that policy and communications reflect the concerns and priorities of the IHBC and are written in a professional and competent manner.
  • Assist the Policy Committee and its panels in the co-ordination and implementation of their work.
  • Develop and maintain internal and external policy networks and strategic partnerships.  Build links with the policy and professional community to assist with the development of policy positions.
  • Promote awareness of IHBC policy through provision of information, policy briefings and consultation responses as required.
  • Attend meetings with decision makers and stakeholders.

Profile
Further to technical qualifications related to knowledge and experience of conservation policy, which are required to fulfil the position successfully, effective performance of the duties involved in this job can only be realised if the person possesses of the following competencies and personal attributes:

  • Understanding of the UK political system and government policy especially as it applies to historic building conservation and related areas. Excellent working knowledge of government, public policy making and implementation and parliamentary processes and legislation.
  • Knowledge of different approaches to policy making. Experience of work in the heritage sector, the policy and regulatory framework for heritage and of public policy development throughout the UK.
  • Good experience of influencing policy makers, decision makers and opinion formers.
  • Leadership and advocacy skills.
  • Exceptional team-player who builds strong relations in collaborating with members, and manages relations with diverse stakeholders.
  • Well-developed communication, presentation and advocacy skills, including the ability to influence people.
  • Proven ability to work under pressure and be flexible, including the ability to cope with deadlines, multiple tasks, and competing and changing demands.
  • Operate with tact and demonstrates emotional intelligence and behavior.
  • Proven ability to work autonomously to strict deadlines with limited supervision and direction.
  • Appropriate accredited membership of the IHBC or other relevant professional body.
  • Capacity to undertake a concise but comprehensive understanding of lengthy and complex documents, including those with restricted heritage impacts.
  • High levels of skills in writing, editing and proof-reading.
  • Ability to work with volunteers and a variety of interested persons.
