When the listing of buildings was introduced over 70 years ago it also became a criminal offence to undertake works of alteration extension or demolition without consent. Today this is defined as heritage crime. Owners and occupiers, policy managers and practitioners need to be aware of the potential consequences of undertaking work without local authority approval.

I will look at the resources behind listed building prosecutions; past and present policy and advice; the penalties for unauthorised work; some notorious case examples; and ten pointers to help understand how local planning authorities should properly tackle the issues.
